Dubai Airshow: Frequentis and Bin Hilal to deliver mission-critical communication solutions
Frequentis has partnered with Bin Hilal Enterprises to support the market demand for mission-critical solutions in the UAE.

Bin Hilal Enterprises is known for delivering state of the art technologies, products and services to the UAE defence sector. By partnering with Bin Hilal Enterprises Frequentis aims to increase its footprint in the defence market in the UAE.
One of Frequentis’ key strengths in the civil domain, which is now gaining attention in the defence market, is its remote digital tower solution. “Remote air traffic control tower (RT) and digital tower solutions have already been tested and put into operation at civil airports around the world, but the potential for defence organisations is even greater.
The Frequentis smartVISION system allows controllers to benefit from an enhanced view of the airfield, compared to the one from a conventional tower with additional features like object detection, tracking and infrared available,” said Hank Ruebenstrunk, head of regional sales Unit Middle East.
In October 2019, Frequentis completed installation of its remote digital tower solution for Santa Cruz airfield in Brazil, making it the first such system in South America. Here 16 high-performance, Pan-Tilt- Zoom (PTZ) cameras located around the airbase feed data back to a 14-screen video wall in a bespoke remote tower facility, creating a 360-degree panorama view of the airfield. In addition, the US DoD are currently testing the mobile, deployable version of the Frequentis smartVISION system, and will begin testing the fixed version in March 2020.
“We are looking forward to supporting Frequentis, helping them to grow their technology base in the Middle-East, bringing their experience and mission-critical technology portfolio to the region,” said Humaid Al Ahaheri – vice chairman Bin Hilal Enterprises.

DUBAI: Frequentis touts deployable ATC towers after DoD contract
Frequentis is touting a contract it won from the Department of Defense (DoD) in October for four remote virtual air traffic controller towers, including two deployable systems which could be used at expeditionary air bases.

The company’s deployable towers allow controllers to direct air traffic from an austere airstrip using a series of visual high-definition, infrared and pan-tilt-zoom cameras mounted atop an extendable 15m (50ft) scissor lift. The system, including a virtual window made of five flat-panel screens, can be transported inside two shipping containers, which can be rolled out of the back of a Lockheed Martin C-130 transport.

The fixed virtual remote towers which are part of the Pentagon contract will be attached to existing air traffic controller towers, Frequentis says.

Frequentis fixed remote virtual tower for civilian airports

Frequentis also makes a series of fixed civilian remote virtual towers which are used to help spread out, small airports share air traffic controllers.

As part of the DoD contract, two systems will be delivered to the US Air Force: one fixed and one deployed. Both will be installed at Homestead Air Reserve Base in Florida.

The US Navy will receive one fixed system at Corpus Christi Naval Air Station in Texas.

The US Marine Corps will likely receive their deployable system at Camp Lejeune in North Carolina.

Deployable remote virtual towers could help US military services rapidly set up expeditionary air bases during conflict. The Pentagon’s agile basing strategy calls for spreading out and moving around US and allied forces across many air bases in order to make it more difficult for precision missiles from Russia or China to wipe out aircraft on the ground.

Deployable remote virtual towers could also help keep military air traffic controllers out of harm’s way, as the air traffic controller working station can be positioned away from target aircraft using a long connecting cable, says Sascha Wirfs, Frequentis global sales manager.

“A deployable version, if you transport it with an aircraft into a crisis scenario, at a distance of a mile or two miles that is already enough to protect the controllers,” he says. “If there will be an attack, only the sensors will be destroyed.”

With its DoD contract in hand, Frequentis is pitching the deployable remote tower product to US allies, including Japan, South Korea, NATO countries and Latin American nations, says Wirfs.

Brazil Implements South America's First Remote Air Traffic Control Tower with Frequentis
      FREQUENTIS
Brazil successfully installed the Frequentis smartVISION solution at Santa Cruz airbase in order to enhance the way air traffic is monitored and managed. The project carried out by Brazilian Airspace Control Department – DECEA, via the Commission for Implementation of the Brazilian Air Space Control System – CISCEA, was completed in six months and is the first of its kind in South America to provide actual remote air traffic control services using digital tower technology.

“With the Frequentis smartVISION solution we have provided controllers with a real-time visualisation of the airport and its surroundings in a remote operating environment. Digital support tools like automatic object detection, surveillance labeling, image recognition and tracking are some of the major benefits of this solution that will support the safety-critical and high-pressured work of controllers.”, said MajorBrigadeiro Fernando Cesar Pereira Santos, president of CISCEA.

The smartVISION system for Santa Cruz airfield allows controllers to benefit from an enhanced view of the airfield, compared to the one from a conventional tower. The solution is made up of 16 high resolution and high-performance Pan-Tilt-Zoom (PTZ) cameras and an integrated light gun, located around the airbase, providing a 360° panorama view. Data from the cameras are fed back to a video wall of 14 monitors in the remote tower center facility, built especially to house the smartVISION system, and is equipped with two integrated controller working positions. The solution will allow static and dynamic view augmentation (including surveillance labels), automated object detection and camera tracking based on image recognition as well as legal recording and replay synchronisation.

“The implementation of this solution in Brazil marks a huge accomplishment for the region and puts an emphasis on what advancements in technology can do to support aviation growth and safety. At a time when airspace capacity is reaching its limit and the work of controllers is becoming ever more pressured, technology which supports controller workload and enhances safety is a big advantage.”, says Hannu Juurakko, chairman of the ATM Executive team at Frequentis.

Frequentis Rail Emergency Management Solution Prepares Sydney Trains for Future Passenger Demand
Sydney Trains enables faster incident resolution with FREQUENTIS technology in its Rail Operations Centre (ROC).

The Frequentis Incident and Crisis Management (ICM) solution has been officially taken into operation, enhancing the way that Sydney Trains manages and resolves incidents on its railway network. Sydney Trains operators can now enter incident information in real-time, increasing efficiency and boosting operational performance. Implementation has taken place over a phased project roll-out. The Rail Emergency Management (REM) client has been in use in Sydney Trains Rail Operations Centre (ROC) by Incident Managers since December 2018. The mobile application and web portal is being deployed to all Sydney Trains Customer Service teams over a four-week period in June 2019, following a successful pilot with 150 users in May.

The New South Wales Government is investing heavily in Sydney Trains to ensure that the rail network can increase its capacity for the rapidly growing customer demand. To prepare for expected rail network growth, Sydney Trains wanted to improve customer experience, reduce delays and set itself on a path to centralising 14 control centres into one streamlined ROC. The introduction of a new rail emergency management system (REM) was key to enabling the effective management of incidents, so that normal services could resume as quickly as possible after a disruption. The Frequentis ICM REM solution was selected thanks to its success in similar projects globally.

Geoff Howard, ROC Program Director Sydney Trains, said:
“Rail passenger numbers in Sydney are set to double by 2024. A step-by-step modernisation of Sydney’s rail network has incorporated many different operational functions and systems into a single location, including implementing the ICM from Frequentis. Operators have praised the ease of use of the ICM solution for logging and viewing incidents, and the coordination of all communication, providing up-to-date information to our customers. Being able to respond and recover from incidents faster will ensure that we can cater for the projected capacity increases and meet the customer demand of the future.”

When streamlining multiple operation centres, an initial concern is often the loss of local knowledge. However, the Frequentis ICM solution ensures that this is not the case by centrally capturing such information, including emergency contact numbers for local contractors and emergency services. Based on the underlying responsibility model, staff have all information relevant for a specific location available and can record, manage and access incidents efficiently and safely from a mobile device, web portal or desktop client.

Thomas Karl, Frequentis Vice President Public Transport, stated:
“The Frequentis ICM is a highly effective decision-making support tool allowing operations staff to efficiently manage incidents affecting the performance of the rail service. The sophisticated software engine manages incidents based on the time, location and classification of the occurrence. By accelerating information sharing between operational staff, incidents can be resolved faster and passengers are kept moving.”
